Preheat the oven to 350°F (175°C).
Grease a 9×9-inch baking dish with nonstick baking spray and set it aside.
In a large bowl, prepare the brownie mix according to the instructions on the box. Set aside.
In a medium bowl, combine the caramels and evaporated milk. Microwave in 30-second increments until the caramel has melted, stirring in between each interval.
Spread half of the brownie batter into the bottom of the prepared baking dish in an even layer.
